North Macedonia security and defense reforms

Overview

North Macedonia has initiated several domestic reforms concerning internal security and defense.

Minister of Internal Affairs Panche Toshkovski announced new weapon ownership regulations designed to reduce administrative hurdles through an electronic platform. These reforms include abolishing the requirement for prior ammunition purchase approval in favor of a central monitoring system, allowing citizens to request multiple firearms and ammunition via a single application, and extending deadlines for regulating inherited weapons.

Concurrently, Defense Minister Vlado Misajlovski has advanced military reforms aimed at providing stability and predictability for personnel. Following discussions with unions representing 99.9 percent of Ministry of Defense and Army employees, officials are working to improve approximately 20 articles within a forthcoming collective agreement. Misajlovski stated that an agreement has been reached with the Minister of Finance to secure necessary funds for salary increases, which will require a budget revision.

The minister noted that these improvements aim to reduce legal disputes, reporting that over 26 million euros have been paid from the budget for lawsuits over the past two years due to previous labor issues. Defense modernization efforts continue with the regular procurement of equipment, including howitzers and ‘Stryker’ vehicles, with all financial obligations met.

In a recent development, the government approved a reform addressing a long-standing issue of over 15 years regarding professional soldiers reaching age 45. Under this measure, announced by Misajlovski and Chief of the General Staff Major General Sashko Lafčiski, such soldiers can transition from military status to civilian roles within the Army. This change moves their employment from fixed-term to indefinite contracts, providing job security until retirement, with roles focused on the security of Army property, barracks, and garrisons. The reform is expected to affect approximately 100 soldiers starting next year.
