Norway power grid expansion challenges

In late July 2026 Statnett CEO Elisabeth Vike Vardheimer announced a record‑level expansion of Norway’s transmission system, citing roughly 270 active projects and more than 1 GW of added capacity over the previous year. The push aimed to strengthen critical infrastructure, connect new customers and cooperate with regional network operators. A regional transformer firm, Møre Trafo, reported a “record year,” signalling easing concerns about a stalled green transition.

A week later Statnett paused any new grid connections larger than 5 MW north of Saltfjellet in Nordland, putting ongoing investments on hold and raising uncertainty for investors and municipalities.

On 27 July, Vardheimer reiterated the unprecedented build‑out, emphasizing the same themes of infrastructure resilience and collaboration, while Møre Trafo’s strong performance underscored momentum in the sector.

On 6 August, the Støre government unveiled a package of measures to accelerate power generation and grid development. The plan simplifies permitting, removes state‑agency objection rights on power‑line projects, imposes two‑year deadlines for network cases, grants municipalities early revenue rights from wind projects, and prioritises key projects in licensing. The proposals were welcomed by industry groups but met with criticism from environmental voices, who warned that rapid wind‑farm expansion could harm nature and called for greater emphasis on energy‑saving measures such as better building insulation, efficient turbines, heat‑pumps, rooftop solar and home battery storage.

The situation now reflects a tension between an ambitious expansion agenda, new regulatory shortcuts, and growing concerns over environmental impacts and regional capacity constraints.
