Norway sovereign wealth fund nuclear investment proposal
Overview
A government-appointed commission, led by former central bank governor Svein Gjedrem, has recommended that Norway’s sovereign wealth fund be permitted to invest in companies involved in nuclear weapons manufacturing. The proposal suggests exemptions for manufacturers based in NATO-aligned states that are recognized as nuclear-weapon states under the Treaty on the Non-Proliferation of Nuclear Weapons.
The commission argued that the recommendation addresses a changing European security environment and the importance of the NATO nuclear umbrella. Finance Minister Jens Stoltenberg noted a paradox where the fund is currently unable to invest in companies that may be vital to Norway’s national security.
The proposal has faced significant opposition. The Red Cross described the potential shift as a “shocking change in foreign policy,” while the International Campaign to Abolish Nuclear Weapons (ICAN) urged the government to reject the recommendation. ICAN’s executive director Melissa Parke stated that such investments would make Norway “complicit” in the event of a nuclear arms race or the use of these weapons.
Further details from the committee indicate that the shift would potentially allow the fund to invest in major Western defense firms from the United States, United Kingdom, and France. The committee also proposed shifting the fund’s focus from evaluating the actions of states to monitoring corporate conduct, moving state-level assessments to diplomatic channels. While defense investments would be permitted, existing exclusions regarding biological and chemical weapons, landmines, cluster munitions, coal, tobacco, and cannabis would remain. The recommendations are currently subject to public consultation.
