UK local government unitary reforms

Overview

In early July 2026 North Northamptonshire Council and Nottinghamshire County Council opened the rebuilt White Mills Bridge and launched a summer highway‑maintenance programme. Two weeks later the government announced a reorganisation of local government in Nottinghamshire, proposing two single‑tier unitary authorities and extending Nottingham city boundaries. The plan was formalised on 16 July, with elections set for May 2027, shadow councils to be created, and full responsibility transferring on 1 April 2028. Four days after that a nationwide programme to merge 134 district and borough councils into 38 larger unitary authorities was confirmed.

On 20 July the rollout was broadened across England. Maldon District Council in Greater Essex will be dissolved on 1 April 2028 and merged into a new authority. In Derbyshire a north‑south split will reduce ten councils to two unitary bodies to accommodate Derby’s housing growth while protecting the Peak District’s rural economy. Lancashire will be reconfigured into four authorities, merging Wyre, Fylde and Blackpool into a ‘Fylde Coast’ council. The reforms are promoted as improving accountability, cutting bureaucracy and freeing funds for local projects.

A further update on 30 July confirmed the creation of Nottinghamshire Council and Greater Nottingham Council, each with 99 councillors and £1.8 million transition funding for service integration, digital upgrades and cyber resilience. The Structural Changes Order will bring the new bodies into force in 2027, with elections in May 2027 and the existing councils abolished on 1 April 2028. Additional legislation will address pensions, housing revenue accounts and ceremonial matters. The East Midlands Chamber welcomed the clarity for businesses and communities.

Later in July Nottingham City Council reported a £20 million underspend, allowing low council‑tax increases while noting that more than half of its workforce lives outside the city and will now be represented under the new unitary structure.
