OABRJ campaign against lawyer impersonation scams

Overview

The Rio de Janeiro section of the Brazilian Bar Association (OABRJ) has initiated an awareness campaign to combat a ‘fake lawyer’ scam that has resulted in over 2,000 reported incidents. Criminals impersonate legal professionals to target individuals awaiting judicial outcomes, often using public court information to identify victims.

Scammers typically contact targets via unknown phone numbers to request urgent payments or Pix transfers. In some instances, they use voice messages to mimic actual lawyers. OABRJ President Ana Tereza Basilio has advised the public to verify all communications through established channels and to remain skeptical of urgent financial requests from unrecognized contacts.

In partnership with the Brazilian Institute for Legal Research and Education (Ibrapej), the OABRJ has distributed educational materials at the Carioca Metro station to highlight warning signs. To mitigate these risks, the organization has supported legislation to criminalize this specific fraud and has requested that the Rio de Janeiro Court of Justice implement measures to restrict access to certain procedural information.

Advancing these legislative efforts, the Legislative Assembly of the State of Rio de Janeiro (Alerj) has approved the second discussion of Bill 6.560/25. This bill proposes a state policy to prevent and combat the ‘false lawyer scam’ and other electronic procedural frauds. If sanctioned by the Governor, the policy would establish permanent educational campaigns and strengthen cooperation between the Judiciary, the OAB/RJ, the Public Prosecutor's Office, the Public Defender's Office, and financial institutions. Proposed measures include identity verification protocols for legal communications and the potential for judicial orders to preventively block funds in proven cases of digital fraud.
