The Organization of American States (OAS) has moved to strengthen cooperation with Haiti following the presentation of credentials by new resident representative Catherine Pognat to Foreign Minister Raina Forbin. Initial discussions focused on implementing an OAS roadmap, addressing national priorities, and creating internship opportunities for Haitian students. This cooperation expanded into a high-level international mission from August 16–19, 2026. Led by OAS Secretary General Albert Ramdin and CARICOM Secretary General Carla Barnett, the delegation included representatives from the United Nations, the Pan American Health Organization, the World Bank, the Inter-American Development Bank, and the Development Bank of Latin America and the Caribbean. The mission aimed to translate international solidarity into concrete support for security challenges and preparations for the presidential and legislative elections scheduled for December 13, 2026. Following this, a CARICOM Eminent Persons Group delegation arrived in Haiti on September 2, 2026, to discuss the political and security situation and the progress of the electoral process. The group, including former Prime Ministers Kenny Anthony, Orette Bruce Golding, and Perry Christie, met with Foreign Minister Raina Forbin to discuss the conditions required for free, inclusive, and secure elections. On September 4, the Provisional Electoral Council (CEP) met with the delegation in Pétion-Ville. CEP President Jacques Desrosiers provided updates regarding the electoral calendar, voter registration operations, and the functioning of Registration and Voting Centers (CIV). Desrosiers also noted mobilization efforts targeting women, youth, and internally displaced persons, (CIV), while reaffirming the council’s commitment to conducting elections with “transparency, impartiality, and independence.” By September 9, as the CARICOM mission continued its week-long monitoring of the political situation, Haitian Prime Minister Alix Didier Fils-Aimé expressed criticism regarding the organization’s involvement. He argued that CARICOM’s actions risk fueling political uncertainty by maintaining provisional political arrangements instead of fostering institutional stability.
