Oaxaca legislative reforms for economic development

The Oaxaca State Congress has engaged in legislative reforms targeting economic development and social integration. In late August 2026, the Congress approved reforms to the Law for the Promotion of First Employment and the Law for the Economic Development of the State of Oaxaca. These changes aim to improve labor insertion for young people by establishing preferential hiring rights for those who have completed social service or internships, while also creating a Unified Registry of Beneficiaries of First Employment Programs.

Following this, a new initiative was presented to the LXVI Legislature to integrate ancestral knowledge into the State Circular Economy Law. This proposal seeks to incorporate the principle of Interculturality to promote the sustainable management of natural resources through traditional techniques. The initiative aims to empower municipalities to adopt community recycling practices used by local artisans and seeks to include older adults in circular economy production chains, recognizing them as guardians of collective values.
