Odisha economic policy and advisory council formation

Overview

The Odisha government has established the Chief Minister’s Economic Advisory Council (CM-EAC) to serve as an independent, data-driven think tank. The council is composed of seven experts specializing in fields such as governance, agriculture, taxation, macroeconomics, and technology. Its mandate is to guide fiscal policy and structural reforms to support two major milestones: achieving a $500 billion economy by 2036 under the ‘Samruddha Odisha’ initiative and reaching a $1.5 trillion economy by 2047 under ‘Vikshit Odisha’.

In conjunction with these long-term growth strategies, the state has released fiscal projections. Chief Minister Mohan Charan Majhi informed the Assembly that state debt is projected to exceed Rs 1.48 lakh crore by the end of the 2026–2027 fiscal year, with a projected net borrowing of Rs 25,800 crore for that period. The government stated that despite this increase, the debt-to-GSDP ratio of 13.38% and the interest payment-to-revenue receipt ratio of 3.30% will remain within the limits set by the Fiscal Responsibility and Budget Management (FRBM) Act of 2005.
