Overview
The Odisha government is implementing a strategy to modernize industrial waste management and environmental monitoring through technology and circular economy models. Initial plans involve a “waste-to-wealth” initiative to mandate the use of heavy industrial by-products, such as fly ash, metallurgical slag, and red mud, in infrastructure and highway construction. To support these efforts, the state intends to deploy drones, robotic technology, and GIS mapping for water quality assessment and hazard tracking.
Efforts have since intensified toward achieving 100 per cent utilization of the approximately 45 million tonnes of fly ash produced annually. Following a 98.63 per cent utilization rate in the 2025-26 period, officials are focusing on five priority districts: Jharsuguda, Sundargarh, Sambalpur, Angul, and Dhenkanal. To mitigate dust pollution and contamination, new regulations will mandate the use of fully covered vehicles for transportation and prescribe specific procedures for using fly ash in land reclamation and filling abandoned mine voids.
