In response to the stalled talks, several unions have scheduled strike votes for November. The ETFO, representing approximately 84,000 elementary and education workers, will conduct an online vote between November 9 and 18. The Ontario Secondary School Teachers’ Federation (OSSTF) has also scheduled a vote to take place from November 6 to 16. The Ontario English Catholic Teachers’ Association and the Association des enseignantes et des enseignants franco-ontariens (AEFO) have also scheduled votes for mid-November. Union officials noted that while a strike mandate would strengthen negotiating positions, a vote does not automatically result in a strike.
Unions have accused Education Minister Paul Calandra of attempting to move local issues, such as specific working conditions, into the central bargaining sphere. Conversely, the Ministry of Education stated that union appeals to the Ontario Labour Relations Board have delayed the start of negotiations and characterized the strike threats as “premature” actions that create “unnecessary panic for parents.” Additionally, labor groups such as CUPE 1328 have highlighted concerns regarding chronic understaffing and underfunding.
