Pakistan Apna Ghar housing finance progress

Entities: Apna Ghar Scheme · Shehbaz Sharif · Ahad Khan Cheema · Ministry of Housing and Works · State Bank of Pakistan

Overview

Following the July‑2026 decision to broaden the Apna Ghar programme to non‑bank lenders, the federal government allocated Rs 71 billion in subsidies to fund 150,000 low‑ and middle‑income homes by June 2027. By the end of July, the scheme had received about 107,000 applications, with roughly 27,000 approvals and 13,000 rejections. Eligible borrowers may obtain loans up to Rs 10 million at a fixed 5 % markup for the first ten years, with repayment terms of up to 20 years and no processing fee. The State Bank of Pakistan reports a housing‑finance portfolio of Rs 293 billion, while banks have already disbursed over Rs 27 billion to more than 65,000 borrowers.

On 24 July, the government confirmed the subsidy allocation and the operational rollout of an online portal and helpline to streamline applications, reinforcing the 15‑day decision rule for banks. Four days later, Prime Minister Shehbaz Sharif chaired a high‑level review in Islamabad, urging both public and private banks to maximise financing. At that meeting, total approved financing under the scheme reached about Rs 204 billion, and weekly monitoring mechanisms were instituted, involving senior officials from the ministries of Housing, Finance, and Economic Affairs. The continued emphasis on fast‑track implementation reflects the government’s priority of delivering affordable housing across Pakistan.
