Pakistan digital security and investment initiatives

Overview

Pakistan has initiated several measures to strengthen its digital infrastructure and cybersecurity framework. The Ministry of Information Technology and Telecommunication (MoITT) introduced a cybersecurity guide for government personnel to manage sensitive information and identify digital threats. To support the digital economy, the MoITT also sought a digital investment expert to attract foreign direct investment into the telecommunications and emerging technology sectors.

Further developments include the Punjab government’s approval of a Counter-Narrative and Cognitive Security Wing within the Counter Terrorism Department. This wing, which requires over Rs3 billion, will employ specialists in areas such as Open-Source Intelligence (OSINT) and dark web analysis to combat online misinformation. Additionally, the country has set a November 2026 deadline for provincial and sectoral Computer Emergency Response Teams (CERTs) to activate their own Security Operations Centers (SOCs) to enhance threat detection in critical sectors like banking, energy, and health.
