Pakistan trade and logistics digitalization reforms

Pakistan is undergoing a series of digital and regulatory reforms aimed at modernizing its trade, quarantine, and maritime logistics systems.

Initial efforts focused on plant quarantine and air cargo. The government amended the Pakistan Plant Quarantine Rules of 2019 to introduce a new fee structure and mandate all payments through the Pakistan Single Window (PSW) system. These rules include a mechanism for automatic annual fee adjustments to manage inflation. Additionally, the PSW and the Pakistan Airports Authority signed a memorandum to digitalize Cargo Throughput Charges at air import consignments, replacing manual, paper-based processes with an electronic system starting at Jinnah International Airport.

Following these developments, the government expanded its modernization efforts to the maritime sector. Under a National Ports Master Plan, Pakistan introduced a uniform port tariff system and a modern cargo management system at Karachi ports. The implementation of a single-window and faceless customs assessment system has reportedly reduced cargo clearance times from 53 hours to 18 hours by connecting customs, banks, and port operators on a shared digital platform.
