Palestinian National Council legitimacy disputes

Disputes over the restructuring of the Palestinian National Council (PNC) have led to a crisis regarding political legitimacy. Initial concerns centered on the Palestinian Authority potentially exerting dominance over the process, with critics fearing the PNC could be transformed into a tool for maintaining the status quo rather than a platform for reform. In Germany, consultations stalled due to disagreements over selection mechanisms. Proposals for an ‘electoral assembly’ faced opposition from those advocating for direct elections or consensus-based approaches. Critics argued that such systems lack clear candidacy criteria and disenfranchise Palestinians living abroad. In response to these tensions, Palestinian political groups and civil organizations have begun demanding comprehensive democratic elections to address a perceived representative vacuum. A global petition signed by hundreds calls for free, transparent, and inclusive elections that allow the diaspora to participate. Concurrently, the Popular Struggle Front, led by Dr. Ahmed Majdalani, announced preparations to run in upcoming legislative elections with a national coalition, framing the electoral process as a necessary tool for unifying Palestinian political systems. As the scheduled elections for November 28, 2026, approach, Palestinian political groups and youth organizations are intensifying calls for legislative elections to renew national legitimacy. Ibrahim Ibrahim, coordinator of the Palestinian National Committee in Germany, emphasized that elections must be a “genuine democratic right” rather than a tool for factional dominance. He stressed that the PNC should represent the entire population, including the millions in the diaspora living in Jordan, Lebanon, Syria, Europe, and the Americas. The youth sector of the Palestinian Civil Society Organizations Network has declared the elections a “constitutional and national necessity.”
