Panamanian corruption investigations and asset seizures

Legal proceedings and asset seizures involving former high-ranking Panamanian officials have emerged following investigations into corruption and financial misconduct.

In early September 2026, a guarantee judge ruled that the seizure of an apartment belonging to former Vice President José Gabriel Carrizo was illegal. Carrizo, who is under house arrest regarding an investigation into ‘alleged unjustified enrichment’, successfully argued through his defense that the property was acquired before he assumed office in July 2019. The judge noted the prosecution lacked necessary legal conditions and authorization to execute the seizure.

Shortly after, the Comptroller General of the Republic of Panama ordered the seizure of assets and funds belonging to former Minister of Public Works Rafael Sabonge. The seizure, totaling approximately $704,452.61, includes bank accounts, real estate, and vehicles. These measures follow investigations into Sabonge’s tenure between 2019 and 2024, specifically concerning criminal complaints for ‘alleged aggravated fraud and administrative negligence’ related to the management of the fourth bridge project over the Panama Canal.
