Panamanian President José Raúl Mulino has engaged in both domestic legislative actions and international diplomatic activities. Domestically, President Mulino vetoed two legislative projects from the National Assembly. He rejected Assembly, rejecting Bill 226, which aimed to modify 226 regarding retiree benefits for retirees and senior citizens, citing unconstitutionality. He also issued issuing a partial veto on Bill 594 regarding the concerning National Assembly’s Assembly internal regulations, specifically objecting to articles that would allow deputies regulations to be marked present while working in electoral circuits and those granting deputies oversight of public works, arguing these could impact protect transparency. On the diplomatic front, the President received credentials from ten new ambassadors representing nations including China, Spain, India, and the Philippines. Concurrently, Foreign Minister Javier Martínez-Acha met with the Dutch Ambassador to discuss port connectivity, customs security, connectivity and agricultural cooperation, including interest in the Netherlands joining the Neutrality Treaty Protocol of the Panama Canal. President Mulino’s Mulino recently concluded a three-day official visit to Vietnam, which began October 5, 2026, marks the first visit by a Panamanian head of state in 14 years. During the three-day visit, Mulino and Vietnamese meetings with high-level officials, including General Secretary and President Tô Lâm held talks in Hanoi to strengthen bilateral ties across sectors such as agriculture, aviation, tourism, Lâm, Prime Minister Le Minh Hung, and digital transformation. The visit resulted in National Assembly President Tran Thanh Man, the exchange of two nations signed nine cooperation documents agreements and memorandums of understanding covering understanding. These documents cover maritime transport, transnational crime prevention, agriculture, trade, tourism, customs, and academic exchanges.
