Panamanian presidential administration activities
Overview
Panamanian President José Raúl Mulino has engaged in both domestic legislative actions and international diplomatic activities. Domestically, President Mulino vetoed two legislative projects from the National Assembly, rejecting Bill 226 regarding retiree benefits and issuing a partial veto on Bill 594 concerning National Assembly internal regulations to protect transparency. On the diplomatic front, the President received credentials from ten new ambassadors and met with the Dutch Ambassador to discuss port connectivity and the Neutrality Treaty Protocol of the Panama Canal.
President Mulino recently concluded a three-day official visit to Vietnam, the first by a Panamanian head of state in 14 years. During meetings with high-level officials, including General Secretary and President Tô Lâm, Prime Minister Le Minh Hung, and National Assembly President Tran Thanh Man, the two nations signed nine cooperation agreements and memorandums of understanding. These documents cover maritime transport, agriculture, trade, tourism, customs, academic exchanges, and the prevention of transnational crime. A memorandum of understanding was also established between the respective chambers of commerce and industry.
To support maritime interests, Panama announced that Segumar, a division of the Panama Maritime Authority, will open an office in Ho Chi Minh City to serve Panamanian-flagged vessels and the thousands of Vietnamese sailors on the Panamanian registry. Economic discussions focused on positioning Panama as a logistics gateway for Vietnamese goods into the Americas, while Vietnam serves as a bridge to the ASEAN market. During a business forum with approximately 95 companies, including Vingroup and VinFast, leaders discussed industrial and agribusiness alliances. Additionally, Vietnam announced plans to reopen its embassy in Panama next year.
