Papua regional fund management and development

Overview

In West Papua, the Manokwari State Treasury Service Office reported that Rp5.94 trillion in regional transfer funds was distributed to six local governments between January and September 2026. This represents 68.18 percent of the total Rp8.71 trillion budget, marking a 19.24 percent increase from the previous year. Concurrently, the West Papua National Land Agency began integrating data for agrarian reform to manage settlements in forest areas and local government assets.

Efforts to utilize Special Autonomy (Otsus) funds have expanded to focus on infrastructure and economic empowerment. The Indonesian government is working to improve connectivity and the economic capacity of Indigenous Papuans. In Highland Papua, the regional government anticipates an additional Rp465 billion in Additional Infrastructure Funds for 2026 to support roads and bridges. To prevent misuse, the Agency for the Acceleration of Papua Special Autonomy Development is increasing oversight across eight regencies to ensure funds are directed toward education, health, infrastructure, and economic empowerment.
