Overview
Legislative efforts in Paraguay have focused on strengthening protections for minors through various reforms. In early October, the Senate Commission on Family, Childhood, Adolescence and Youth began reviewing a project to address child labor and ‘criadazgo’, a practice where children are raised by other families. Commission President Lizarella Valiente noted that these practices are often “deeply rooted and socially normalized” despite the risks to minors.
By late October, the legislative focus expanded to include marriage laws. The Chamber of Deputies granted preliminary approval to a bill prohibiting marriage for anyone under the age of 18. The proposal seeks to amend the Civil Code to remove exceptions that previously allowed minors to marry with parental or judicial consent. Deputy Dalia Estigarribia argued the measure is necessary to close a “back door” that has enabled abuse and forced pregnancy. The bill, which moves to the Senate for review, follows reports that 16% of Paraguayan adolescents have been in early unions.
