Political differences remain the primary obstacle to implementation. Foreign Minister Ramírez Lezcano has reaffirmed Paraguay’s demand for equitable distribution, arguing that a 25% share per member state represents fair participation as a founding partner. Regarding the beef sector, the proposed agreement includes an annual quota of 99,000 tons at a preferential tariff of 7.5%, split between fresh/refrigerated meat (55%) and frozen meat (45%). Lezcano noted that while technical and private sector negotiations remain complex, Paraguay is closely monitoring environmental and agricultural protection measures being discussed in the European Parliament. Parallel to these negotiations, Paraguay is focusing on regional integration and specialized agricultural growth.
