Peru's Ministry of Economy and Finance (MEF) has proposed several economic and labor reforms intended to boost productivity and reduce high rates of labor informality. These legal actions target provisions that increase government spending without executive initiative, specifically regarding pensions for teachers, military personnel, and police, as well as CAS bonuses. Additionally, the minister announced a two-stage increase for the minimum wage and emphasized a strategic focus on combating tax evasion within the income tax and IGV sectors.

Despite the impacts of El Niño, the government projects economic growth of 3.5% for the year. Data from the National Institute of Statistics and Informatics (INEI) highlights the scale of the challenge, reporting an informality rate of 69.8%. This means approximately 12.3 million of the country's 17.6 million workers are excluded from legal holiday benefits, such as paid rest.
