Peruvian mining sector challenges

Overview

The Peruvian mining sector continues to navigate structural challenges regarding investment timelines and workforce demographics.

To address long-term investment delays, the government has announced an initiative to reduce administrative bureaucracy by 40%. This plan involves the elimination of 27 permits and the simplification of 14 others. Roberto Maldonado, Vice President of the Institute of Mining Engineers of Peru (IIMP), noted that while this is a positive signal for competitiveness, measures must ensure more efficient and predictable procedures to prevent the postponement of production and job creation. Additionally, the IIMP has highlighted the need for solutions regarding small-scale and artisanal mining, suggesting that the proposed MAPE Law and the creation of the Formape fund could provide a path toward legality following the scheduled closure of the Integral Mining Formalization Registry (Reinfo) on December 31.

Regarding workforce demographics, female participation in mining reached 10.1% in 2024, marking the first time the sector has exceeded double digits. However, this remains significantly lower than the approximately 20% seen in Chile, Australia, and Canada. Magaly Bardales, director of the IIMP, emphasized that the industry must move beyond attraction to focus on retention and growth. She advocated for a three-pillar approach—attraction, retention, and growth—calling for improved shift systems, adapted infrastructure, safe environments free from harassment, and clear career development plans.
