Petroecuador fuel supply and refining management

Overview

Petroecuador has taken steps to manage and secure the national fuel supply in Ecuador through both infrastructure protection and strategic refining evaluations.

To mitigate risks from the El Niño phenomenon, the company implemented a plan to protect 27 strategic sites from flooding and landslides. These preventive measures, targeting critical sections of the Sistema de Oleoducto Transecuatoriano (SOTE) and various refineries, involve stabilizing slopes and installing drainage systems to prevent disruptions in the supply of gasoline, diesel, and liquefied petroleum gas (LPG).

Concurrently, Petroecuador is exploring ways to reduce heavy reliance on fuel imports, which currently account for approximately 73% of gasoline, over 80% of diesel, and nearly 92% of LPG. The company is evaluating a “swap” mechanism to process Ecuadorian crude in foreign refineries in exchange for refined products. Peru is a primary candidate for this initiative, specifically through the Nueva Refinería Talara, which has the capacity to process up to 95,000 barrels per day.
