Philippines climate and energy transition targets
Overview
The Philippines has established ambitious climate and energy targets focused on decarbonization and renewable energy expansion.
In September 2026, Environment and Natural Resources Secretary Juan Miguel T. Cuna announced a commitment to a 75 percent net emissions reduction and avoidance target between 2025 and 2035. This goal, part of the country’s enhanced 2026 Nationally Determined Contribution (NDC), includes a 7 percent unconditional contribution and a 68 percent conditional contribution dependent on international finance and technology. The government intends to implement a unified operational architecture, including a carbon market policy and a just transition framework to protect vulnerable sectors.
Following this, the Department of Energy outlined specific renewable energy milestones, aiming for a 35 percent clean energy share in the power generation mix by 2030, increasing to 50 percent by 2040 and over 50 percent by 2050. To support these goals, the government is focusing on transmission infrastructure, energy storage, and the Green Energy Auction Program. Additionally, the country is targeting 50 percent electric vehicle penetration in road transport by 2040, following a significant rise in registered electric vehicle units between 2024 and 2025.
