Philippines digital platform regulation debate

The Philippine government is considering banning social media platforms and gaming applications that fail to protect citizens from disinformation and violent content. This scrutiny follows recent violent incidents, including school shootings in Zamboanga City and Tacloban, where authorities investigated the role of social media and livestreamed violence.

Officials from Malacañang and the Cybercrime Investigation and Coordinating Center (CICC) are reviewing proposals that could target major platforms, such as Meta. The administration’s stated goal is to establish child-safety standards, including age verification and the rapid removal of harmful content, emphasizing accountability over censorship. A primary challenge remains the jurisdictional difficulty of regulating major digital platforms.

In response to potential restrictions, the Filipino Roblox Developers Association (FRDA) has expressed opposition to a total ban on the Roblox platform. The association argued that a broad ban would unfairly impact millions of legitimate users and fail to prevent bad actors from accessing children through other online spaces. The FRDA has urged authorities to implement a “more targeted response” by strengthening specific safeguards rather than shutting down the entire platform.
