Philippines renewable energy and energy security initiatives

The Philippines is pursuing several initiatives to enhance its energy security and transition toward renewable sources. Efforts include addressing feedstock availability and supply chain constraints within the domestic bioethanol industry through cooperation between the Department of Energy and the Ethanol Producers Association of the Philippines.

To support the national renewable energy share, the European Chamber of Commerce of the Philippines is organizing investment forums aimed at converting energy momentum into concrete projects, supported by the €60 million EU-PH Green Economy Partnership.

Further developments include a Memorandum of Agreement between the Department of Energy and the Philippine National Oil Company to accelerate offshore wind development by coordinating the securing of essential infrastructure, such as cable landing points and substations. Additionally, the government is seeking private investment for a coal-blending terminal to reduce heavy reliance on Indonesian coal imports by allowing domestic coal to be mixed with imported varieties.

Recent coordination between the Department of Agriculture (DA) and the Department of Energy (DOE) aims to balance renewable energy expansion with food security. The DA has proposed mapping and geofencing approximately 3 million hectares of agricultural land, specifically targeting rice-producing areas, to prevent energy projects from encroaching on vital farmland. The proposal seeks to identify 1,000 to 2,000 priority agricultural zones to guide developers.

Agriculture Secretary Francisco P. Tiu Laurel Jr. emphasized that energy security must not come at the expense of land required for food production. Meanwhile, officials are discussing increasing the national ethanol blend from 10 percent to 15 percent, provided that cheaper feedstocks like molasses, sugarcane juice, and corn can be utilized without displacing existing sugarcane industries.
