Philippines UPLIFT cash aid program expands

Overview

The Philippine government’s Unified Package for Livelihoods, Industry, Food and Transport (UPLIFT) aims to cushion households from rising living costs. Announced on 16 July, the scheme promised up to PHP12,000 per household for 7.5 million families, combining monthly subsidies for low-income Social Security System (SSS) members and poor households identified through a community-based monitoring system, plus a one-time grant for existing poverty-relief beneficiaries.

Initial disbursements began in the Bicol region, where the Department of Social Welfare and Development (DSWD) handed out PHP2,000 to more than 8,000 poor and near-poor households. DSWD-Bicol officials noted that while initial payouts were manual, the process would shift to digital wallets or bank accounts to cover an estimated 181,263 households across Legazpi City and surrounding provinces.

In late July 2026, the SSS Legazpi branch launched monthly PHP2,000 payments for low-income workers, continuing through December. Eligibility requires employment with a monthly salary credit of PHP20,000 or less, recent SSS contributions, and a registered disbursement account. The DSWD confirmed that over 1,100 workers in Davao Occidental and Davao de Oro received the first payouts. SSS has submitted a list of nearly one million eligible members to the Land Bank of the Philippines to enable further transfers.

In August 2026, the DSWD-Negros Island Region (DSWD-NIR) prepared to roll out assistance to an additional 67,000 beneficiaries identified via the Community-Based Monitoring System. To date, DSWD-NIR has distributed PHP282,842,000 to 141,421 beneficiaries.
