PKP Intercity stated that the new flat rate of 11.90 PLN was established through market analysis and comparisons with European carriers. While these rates exceed those of some Polish regional operators, the company noted that fees had remained largely unchanged for several years. The Ministry of Infrastructure has stated that the specific calculations used to determine these rates remain a “trade secret”.
