The utilization of National Recovery and Resilience Plan (PNRR) and European Union funds in Romanian counties shows contrasting outcomes. In Cluj County, approximately 603 million euros have been attracted through various EU programs over a five-year period. Local officials in Florești reported the successful completion of most PNRR-funded projects, such as sewage systems and digital equipment, despite delays attributed to bureaucracy. Additionally, Cluj-Napoca has seen the inauguration of a new Neurosurgery Center as part of these health investments. Conversely, Alba County is facing significant disruptions, with over 412 million lei in PNRR funding impacted across 71 projects in 32 localities. These funds have been listed as eliminated, suspended, or terminated. One notable instance involves the Alba County Emergency Hospital project; while its PNRR status is currently listed as “suspended”, the project is being transitioned to the 2021-2027 Operational Program for Health to continue modernization efforts for oncology and cardiology departments. On a national scale, major infrastructure projects are advancing. The A7 Motorway, described by former minister Cristian Ghinea as the “largest single project funded through EU National Recovery and Resilience Plans (PNRR)”, has reached 241 approximately 241.62 km of open operational road. Following the opening of the Adjud-Bacău sector, the Bacău Nord road junction and the 16-kilometer Bacău Bypass have reopened, allowing travel from Bucharest to Bacău Nord in under three hours. While the Bacău-Pașcani section missed the PNRR deadline, work is expected to continue through 2026. Meanwhile, the Sibiu-Pitești Motorway has reached a milestone with the Momaia Tunnel entering the a critical testing phase for safety safety, ventilation, and ventilation traffic management systems. To support this connectivity, the government approved a 770 million lei investment to modernize DN 73C, linking Râmnicu Vâlcea to the Sibiu-Pitești Motorway.
