Poland district heating energy transformation

Overview

The Polish district heating sector is navigating a transition toward meeting the Energy Efficiency Directive (EED) mandates set for 2035. Industry experts have expressed concerns regarding the high costs of decarbonized gases and the need for regulatory flexibility to protect investments in high-efficiency gas cogeneration.

Recent analyses suggest that waste heat recovery from data centers could serve as a significant component of this energy transformation. The Polish Data Center Association (PLDCA) indicates that heat recovery could account for over 7% of the heat supplied to national district heating networks by 2030, potentially rising to 16% by 2035. This capacity could provide heat for approximately 2.5 million apartments, though successful implementation requires significant infrastructure development to collect and transmit the heat.

Updated projections from the PLDCA and PwC Polska suggest that recovered heat could eventually cover up to 17% of the country’s total district heating demand by 2035. This potential is linked to the growth of the digital economy; Poland’s data center operational capacity is expected to rise from approximately 250 MW to over 550 MW by 2031, with long-term projections from Polskie Sieci Elektroenergetyczne (PSE) suggesting capacities could reach 3.1 GW by 2036 and 5 GW by 2040.

To capitalize on these developments, Polska Grupa Energetyczna (PGE) and NASK are planning collaborative projects to build data center networks. This initiative aims to utilize server heat for urban heating to reduce reliance on coal and gas by leveraging PGE’s energy infrastructure and land.
