Poland mObywatel digital reforms

In late July 2026 the Polish government announced two related digital‑administrative changes centered on the mObywatel mobile application. The first notice warned that security certificates protecting electronic documents in the app will expire on 5 August 2026; users must log in before that date for automatic renewal, otherwise they may face errors and need to manually reactivate documents such as e‑IDs and student cards.

A few days later the Ministry of Interior and Administration detailed a broader reform: the traditional address‑registration system will be abolished and, from 2028, citizens’ place of residence will be recorded in the PESEL register. Updates will be made through the mObywatel app, aiming to eliminate the “registration fiction,” improve demographic data, and streamline tax and administrative procedures. The change introduces criminal liability for false residence statements and is expected to affect municipal planning and the real‑estate market.
