Poland port privatization delays

In late July 2026 Polish authorities reported ongoing challenges with the commercial development of two key seaports. The Elbląg port, linked to the newly opened Mierzeja Wiślana canal, remained under‑used, with most traffic recreational and the deep‑water approach still missing. Disputes over financing and state control have stalled its privatization, though the government pledged funds to complete the waterway without taking a majority stake.

At the same time, the Maritime Port of Gdynia extended the deadline for offers on its External Port project to 30 September 2026 after participants requested more time following revisions to tender documents. The tender, running since 2020, now includes Terminal Investment Limited – part of the MSC group – backed by Global Infrastructure Partners and Singapore’s sovereign fund GIC. A concurrent tender was launched for design work on the Kwiatkowski Overpass, aiming to boost capacity and safety for traffic serving the port’s container terminals.

Together, the snapshots illustrate a broader pattern of delayed infrastructure contracts and privatization efforts at Poland’s Baltic ports, with the government seeking to attract foreign investment while addressing procedural and logistical setbacks.
