Poland Sejm rejects social benefit proposals

In late July 2026, the Polish Sejm’s Committee on Petitions turned down a citizen-initiated request for a new monthly payment of 1,600 zł for senior parents who have raised at least two children now working and paying taxes. The committee argued that existing family-support programmes already cover needs and that a separate senior-parent benefit would duplicate measures.

A week later, on 4 August 2026, the same committee considered a petition to launch an unconditional basic-income pilot, proposing monthly payments of 2,403 zł per person nationwide (or 2,333 zł for the Silesian Voivodeship). The Sejm voted unanimously to reject the proposal, citing its high fiscal cost and the lack of any preparatory legislation. Experts warned that such a scheme would require extensive analysis of budgetary impact and labour-market effects.

On 2 September 2026, further details emerged regarding the rejected basic income initiative. The proposal had envisioned a 20-year pilot project specifically in the Silesia region to support the area during its economic transition following the closure of mines and steelworks. Under the plan, residents from age three would have received approximately 2,403 PLN monthly, an amount equivalent to 50 percent of the gross minimum wage. This program would have replaced existing social benefits, including the ‘800 plus’ child benefit, unemployment benefits, and various other allowances.

The Ministry of Finance opposed the initiative, noting that even with lower payments, the program could cost hundreds of billions of PLN annually, potentially exceeding 12 percent of Poland's GDP and requiring significant tax increases. Both decisions illustrate the Sejm’s consistent stance in 2026 of rejecting new, large-scale social-benefit initiatives, preferring to rely on existing programmes rather than introduce additional payments.
