Polish child benefit and social welfare policy updates

Overview

Poland’s Minister of Finance and Economy, Andrzej Domański, has confirmed that the government currently has no plans to modify the ‘800 plus’ child benefit program. This universal benefit provides 800 PLN per child under 18 regardless of parental income. However, former Deputy Minister of Family Bartosz Marczuk has proposed significant reforms to the system. Marczuk suggested replacing the universal benefit with a targeted approach, such as introducing housing vouchers worth up to 100,000 PLN per child to assist young families with renovations or down payments. He argued that reinstating income criteria for the first child could provide the necessary funding for such demographic-focused housing programs. Recent updates indicate that while the ‘800 plus’ benefit will not be increased, a new system will be implemented to allow for the automatic renewal of applications starting in mid-2027. The government is also managing other social welfare initiatives. The ‘Mama 4 plus’ (Parental Supplementary Benefit) assists individuals who raised at least four children but have low or no pensions, with maximum gross benefits reaching 1,978.49 PLN. For disability support, the Ministry of Family, Labour and Social Policy has announced the 2027 edition of the Personal Assistant Program and is working on legislative changes to expand supplementary allowances for those receiving disability pensions due to total incapacity for work. Additionally, the ‘Dobry Start’ (300 plus) program for school supplies has distributed over 1.1 billion PLN to families. Further developments regarding disability support include the launch of the 2027 edition of the Personal Assistant Program, with municipalities such as Mirzec, Krasnystaw, and Warka currently conducting needs assessments. In the pension sector, certain seniors may qualify for a 500 PLN monthly supplement based on functional ability, and those born in 1952 are set to automatically receive a nursing allowance upon turning 75 in 2027.
