Poland’s hard‑coal sector continues its state‑driven restructuring. The mining‑leave programme, launched on 1 July 2026, placed the first 1,123 JSW workers on leave and is funded by a 287 million zł subsidy covering up to 3,092 employees; the broader protection package is expected to cost about 500 million zł in 2026 and to generate roughly 1.2 billion zł in fiscal savings. The government has also introduced a one‑off severance scheme costing around 500 million zł. Each eligible worker receives a net 170 thousand zł payment and signs a permanent ban on returning to mining; 526 workers were paid in the first round and the programme aims to reach 1,156 employees by year‑end, with total outlays projected to exceed 2 billion zł over five years. Jastrzębska Spółka Węglowa (JSW), Europe’s sole producer of coking coal, is facing a severe liquidity crisis. Following a consolidated 2025 loss of 6.25 billion zł and a Q1 2026 net loss of 615.9 million zł, the company requires up to 2 billion zł in external financing by year‑end to avoid insolvency. To address this, JSW has announced plans to apply for a loan of up to 1.066 billion PLN from the Industrial Development Agency (ARP). This proposed financing is intended to replace a previous transaction involving the sale of shares in PBSz and stakes in JZR to the ARP. The funds are intended to finance operations during a restructuring period aimed at reducing operating costs and optimizing the JSW capital group. Final approval remains subject to ARP financial and legal analyses. Financial tensions have escalated as the Polish Minister of Energy issued a final decision refusing to refund approximately 1.6 billion PLN in solidarity contributions to JSW.
