Poland coal overhaul – leave, severance, new shaft

Overview

The Polish government’s restructuring of the hard‑coal sector around Jastrzębska Spółka Węglowa (JSW) continued in July 2026. On 1 July, the first wave of the state‑funded mining‑leave programme began, with 1,123 workers placed on leave and a tranche cost of roughly 500 million zł. A week later JSW reported that 526 employees received one‑time cash severance in the first round, bringing the total of workers moved onto leave or severance to around 1,650. The payouts, financed from the state budget, are estimated to cost about 500 million zł and to generate fiscal benefits of roughly 1.2 billion zł in 2026‑27. The company also signed a second funding agreement with the Ministry of Energy and is pursuing asset sales and a state‑asset agency loan to improve its financial position.

On 13 July, a ceremony marked the completion of the 590‑metre‑deep Grzegorz shaft at the Sobieski coal mine in Jaworzno, owned by the South Coal Corporation (PKW). The 690 million zł shaft, built with rock‑mass freezing, will support ventilation, personnel and material transport and is intended to secure stable coal supplies for Poland’s power sector. Production from the newly accessible Dąb deposit is slated for the fourth quarter of 2027, reinforcing long‑term operation under a licence lasting until 2063. Officials highlighted the project’s role in worker safety, mine stability, energy security and the broader transformation and cost‑reduction goals of the sector.

Together, the mining‑leave launch, expanded severance payouts, and the new shaft investment illustrate a coordinated effort to downsize the coal workforce while maintaining supply capacity and advancing the sector’s restructuring through 2031.
