Polish public sector salary controversy

Entities: Polish doctors · Lublin · Wojewódzki Szpital Specjalistyczny w Lublinie · Megrez · Polish Parliament

Overview

In late July 2026 Polish watchdogs and media revealed unusually high earnings among municipal company managers, prompting councils to review compensation and sparking a broader debate on public‑sector salary inflation. Advertisements in Łódź and Lublin showed driver salaries near 10 000 zł per month and specialist doctors billing roughly 300 000 zł for two months of work, while a regional hospital carried a debt of about 740 million zł.

On 28 July 2026 the Ministry of Health introduced a draft amendment to the health‑care financing act that caps doctors’ full‑time monthly salaries at 38 448 zł gross (eight times the minimum wage) and allows a maximum of 76 896 zł for those holding two full‑time contracts. An exception permits managers, department heads, ordynators and transplantologists to earn up to 57 672 zł gross provided they work fewer than the full‑time hour limit. Deputy Health Minister Tomasz Maciejewski and Health Department Director Maciej Karaszewski explained that the exception targets administrative duties and that the law contains narrow “loopholes” for these roles.

The amendment, now in public consultation and slated for adoption in September, adds criminal liability for false statements about work hours, abolishes the percentage‑of‑procedure pay model, and expands the Agency for Medical Technology Assessment’s authority to collect salary data from health‑care providers. These measures add a legislative dimension to the ongoing controversy over salary levels and fiscal sustainability in Poland’s public sector.
