Polish urban parking enforcement and penalties

Overview

Polish cities are implementing strict enforcement and varying penalty structures for violations within Paid Parking Zones (SPP).

In Poznań, drivers face significant financial consequences for failing to pay parking fees. A basic additional fee is 200 PLN if paid within 30 days, but this amount increases to 350 PLN if the deadline is missed. Errors in selecting a parking sector also incur costs, such as a 130 PLN fee for incorrect zones, which rises to 200 PLN after 30 days. Penalties also apply to those using incorrect permits or blocking delivery and electric vehicle charging stations. While the Municipal Roads Authority (ZDM) accepts appeals, doing so does not pause the 30-day window for reduced payments.

In Szczecin, Mayor Piotr Krzystek has stated there will be no cancellations of accumulated parking fines, even in cases where drivers owe tens of thousands of PLN due to repeated violations. To address the issue of drivers being unaware of accumulated debts, the city is developing a system where entering a license plate number into an app will trigger an automated SMS notification. Additionally, the city is considering a policy where drivers who declare an intent to pay in installments within seven days of notification may avoid the doubled penalty rate.
