The Polish government is implementing structural and financial reforms regarding the Social Insurance Institution (ZUS). Initially, the Ministry of Finance drafted legislation to centralize debt collection authority. This reform aims to strip 43 regional directors of their enforcement powers, transferring sole administrative enforcement responsibility to the President of ZUS to equalize workloads and allow for the transfer of cases between branches.
Following this administrative reorganization, the Council of Ministers adopted a draft bill to cancel approximately 315 million PLN in social security debts originating before the 1999 system reform. Led by the Ministry of Family, Labour and Social Policy, the initiative targets roughly 7,100 payers. The decision is driven by economic pragmatism; government estimates suggest that pursuing these historical debts over the next decade would cost the state approximately 135 million PLN in collection efforts while yielding only 13.9 million PLN in revenue. Officials noted that current collection efforts generate only about 4 million PLN in annual revenue, primarily from derivative claims rather than principal amounts.
The cancellation will be automatic by law, covering principal debt, interest, late fees, and enforcement costs, which will also release associated mortgages and liens. However, the cancellation will not apply to debts secured by mortgages, which involve about 3,800 payers. To avoid bureaucracy, ZUS will notify debtors via traditional mail or the PUE ZUS electronic platform. Debtors may opt out of the cancellation if they wish to preserve their contribution history for pension calculations.
