Porsche and XPeng CO2 emissions partnership

Overview

Porsche AG has entered into a strategic partnership with Chinese electric vehicle manufacturer XPeng to manage carbon emission compliance in Europe for the years 2026 and 2027. This arrangement involves Porsche exiting the Volkswagen Group CO2 emissions pool to form an independent pool with XPeng.

The move is intended to help Porsche avoid significant European Union regulatory penalties. Under EU rules, manufacturers face fines of 95 euros per gram of CO2 emitted above a target. Porsche’s vulnerability stems from lower-than-expected sales of battery electric vehicles, such as the Taycan and Macan EV, which has forced a pivot back toward internal combustion engines and plug-in hybrids.

By utilizing XPeng’s all-electric fleet and its associated emission credits, Porsche aims to lower its fleet average. For XPeng, the partnership provides a way to monetize its credits as it expands its European presence. Additionally, the separation from the Volkswagen Group removes the burden of Porsche’s higher emissions from the group’s own fleet average.

Volkswagen is also implementing strategies to mitigate heavy EU fines. While the group’s fleet emissions in the first half of 2026 were approximately 100 grams per kilometer—exceeding the EU target of 92 grams—a 2025 EU rule allows manufacturers to average emissions across the years 2025 to 2027, preventing immediate multi-billion euro penalties. Volkswagen is also leveraging strong demand for a new family of affordable electric vehicles using LFP batteries, such as the ID. Polo and Skoda Epiq, which have secured over 70,000 pre-orders in three months to help lower the group's overall average emissions.
