Overview
Portugal is advancing its national artificial intelligence strategy through infrastructure development and workforce training. The government has approved a second phase of development for Amalia, an open large-scale multimodal AI model intended to support public administration and safeguard digital sovereignty. This phase includes an additional 1.8 million euros in funding, though the project has faced scrutiny regarding factual accuracy and the need for human resource training.
To boost productivity, the government has launched an initiative to train 100,000 workers in AI, specifically targeting micro, small, and medium-sized enterprises. Minister of Economy Castro Almeida noted that while large corporations already conduct massive training, Portugal’s economic fabric is largely composed of small businesses that struggle to integrate AI. Pilot programs are scheduled to begin in October in the Leiria region and in Marinha Grande, where the latter will focus on the mold sector to test industrial applications. The long-term goal is to scale these efforts from the Minho region to the Algarve.
Furthering this integration, the Portuguese Agency for Investment and Foreign Trade (AICEP) introduced the ‘Exportar com Inteligência Artificial’ program. This 18-hour online course assists entrepreneurs in using AI for internationalization and market selection. Additionally, the second Fusion conference at the Champalimaud Foundation has brought together experts to discuss AI’s impact on digital sovereignty, the modernization of public administration, and the evolution of human-AI relationships in the workplace.
