Portugal ecosystem restoration efforts and challenges

Portugal is developing a National Nature Restoration Plan (PNRN) to address ecosystem degradation across terrestrial, marine, urban, and agricultural environments. To comply with European Union regulations, the government aims to restore at least 20% of land and marine areas by 2030, with a goal to have all ecosystems in need of recovery undergoing restoration by 2050. The proposed plan includes an average annual investment of 500 million euros through 2030 to fund over 400 measures, prioritizing wetlands, river systems, and coastal habitats.

However, the plan faces criticism from environmental organizations and advisory bodies, such as the National Council for the Environment and Sustainable Development (CNADS), WWF Portugal, and ZERO. These groups have expressed skepticism regarding implementation, calling for more specific localized measures, a clear execution authority, and more robust budgetary commitments.

Concurrently, the Natura 2000 network, covering approximately 22% of Portugal’s continental land area, is experiencing significant degradation. Habitats including forests, scrublands, and meadows are in an “unfavorable state of conservation.” This decline, driven by droughts, wildfires, soil degradation, and biodiversity loss, threatens essential ecosystem services and economic sectors such as tourism, agriculture, and forest management.
