Portugal electricity price and tariff developments

Overview

The Energy Services Regulatory Authority (ERSE) has proposed a 1.5% increase in low-voltage electricity prices for Portugal’s regulated market, effective January 2027. This follows a 2.7% increase in October 2026, bringing the expected average annual price variation between 2026 and 2027 to 3.7%. The adjustment is expected to reduce the electricity sector’s tariff debt to 552 million euros by 2027, the lowest level since 2010.

In response to energy volatility, the Portuguese Business Confederation (CIP) has requested government support for gas and electricity-intensive industries to maintain competitiveness.

Regarding consumer relief, the social energy tariff in Portugal provides automatic discounts for eligible households, averaging approximately 33.8% for electricity and 31.2% for natural gas. Eligibility is tied to specific social benefits, such as the Senior Solidarity Supplement or unemployment benefits, as well as annual income thresholds.
