Portugal public service disruptions

Overview

Portugal has experienced various disruptions to its public services through late 2026. In mid-October, the National Health Service (SNS) faced a widespread IT outage that prevented doctors from accessing electronic health records or issuing prescriptions. During this same period, the Municipality of Ovar suffered a cyberattack that forced the closure of several municipal services, including urbanism and cultural centers.

By early November, service disruptions shifted toward labor actions. A 24-hour strike organized by the National Union of Workers in Services and Public Entities (STTS) impacted public administration, leading to school closures in Almeirim and disruptions to parish councils and kindergartens in the Beja district. The strike, which saw significant participation in the education and health sectors, was driven by demands for improved meal allowances and revisions to the Integrated System for Management and Performance Evaluation (SIADAP).
