As the one-year anniversary of the September 2025 Glória Elevator accident approaches, Carris has announced specific steps for the modernization of Lisbon’s historic funiculars. The accident, which caused 16 to 17 deaths and 24 ~~injuries,~~ injuries following a cable failure that led to a cabin derailment, has led to a shift in how these systems are regulated and rebuilt. Carris President Rui Lopo announced that an international tender will be launched in the first quarter of 2027 for the design and construction of a new Glória Funicular. Lopo stated the company intends to “project the future” rather than simply repairing existing equipment. Because the accident caused significant structural damage, the project is being classified as a ~~new installation rather than~~ “new solution, not a ~~reconstruction.~~ reconstruction.” This distinction ensures the new system will no longer benefit from the regulatory exceptions previously granted to historical equipment that had not undergone substantive modifications since 1986. Technical studies continue to involve experts from the National Laboratory for Civil Engineering (LNEC), the Ordem dos Engenheiros, and the Instituto Superior Técnico. Carris has revealed that the new cabins will be constructed from more resistant materials rather than wood to ensure safety, with an inauguration projected for 2029. Regarding the investigation into the 2025 accident, the accident investigation body, GPIAAF, has indicated that the final report is now expected to be released by the end of the first quarter of 2027 due to the complexity of the technical assessments.
