Portuguese municipalities and national agencies are undertaking various infrastructure projects to improve water security and sanitation services. Initial efforts focused on local improvements, such as Almada acquiring 1,000-liter reservoirs to mitigate supply interruptions and Viseu investing over 215,000 euros to modernize sanitation networks. As the focus expanded, larger-scale strategic measures were introduced. In Almada, the municipality and EPAL signed an agreement to study diversifying water sources, such as surface water, to create system redundancy following supply failures in the Costa de Caparica region. This study evaluates capacities between 4 and 12 million cubic meters per year. Additionally, the Portuguese Environment Agency and Águas de Portugal are studying the use of the Castelo do Bode dam to reinforce security in the Setúbal Peninsula. In the Alto Alentejo region, a 14.6 million euro contract was signed to connect the future Pisão Dam to the Póvoa e Meadas water treatment plant to serve 54,000 inhabitants. However, primary infrastructure works remain suspended due to legal challenges from environmental associations, prompting local leaders to call for legislative changes to prevent delays to strategic projects. To address broader scarcity, the government has allocated 30 million euros through the Sustainable 2030 program to support reclaimed water production. This initiative funds the adaptation of wastewater treatment plants to transform treated water into reusable resources, with co-financing rates up to 85%. Separately, Vimágua has launched a campaign to install drinking fountains in public spaces across Guimarães and Vizela to encourage tap water consumption and reduce single-use plastics. Recent municipal developments include Arcos de Valdevez opening a public tender for a sanitation network expansion project valued at over 5.5 million euros, targeting a coverage rate of at least 50% by 2029.
