Portugal water security and infrastructure development

Overview

Portuguese municipalities and national agencies are undertaking various infrastructure projects to improve water security and sanitation services.

Initial efforts focused on local improvements, such as Almada acquiring 1,000-liter reservoirs to mitigate supply interruptions and Viseu investing over 215,000 euros to modernize sanitation networks and reinforce water supply lines in several parishes.

As the focus expanded, larger-scale strategic measures were introduced to address systemic vulnerabilities. In Almada, authorities began studying the diversification of water sources, including the potential use of surface water, following supply failures in the Costa de Caparica region. National agencies are also evaluating the use of the Castelo do Bode dam to support the Setúbal Peninsula.

In the Alto Alentejo region, a 14.6 million euro contract was signed to connect the future Pisão Dam to a water treatment plant to serve 54,000 inhabitants. However, this project faces delays as primary infrastructure works remain suspended due to legal challenges from environmental associations.
