Portugal water service tariff regulation

Overview

The Water and Waste Services Regulatory Authority (ERSAR) in Portugal has introduced a new Water Services Tariff Regulation (RTA) to harmonize the rules for defining, reviewing, and updating water and urban wastewater sanitation tariffs. The regulation establishes a common framework for all state and municipal management entities to increase transparency, predictability, and trust.

The new rules aim to balance economic accessibility for users with the efficient recovery of service costs. While the regulation is set to take effect in October 2026, a transition period has been established, allowing management entities until January 1, 2029, to fully adapt their tariff structures to the new model.
