Portuguese medical professional challenges

Medical organizations in Portugal have raised concerns regarding systemic issues within the National Health Service (SNS). The Sindicato dos Médicos do Norte (SMN) reported that several public hospitals in regions including Porto, Braga, and Viana do Castelo are allegedly requiring doctors to perform administrative diagnostic coding to influence hospital funding. The union warned that these tasks divert time from patient care and stated that “no doctor can be pressured to assign, alter, or make a diagnosis more specific without clinical basis to meet the administrative or financial objectives of the institution.”

Concurrently, the Ordem dos Médicos (OM) has addressed the shortage of medical professionals in low-density and rural regions, such as Bragança, Évora, and Guarda. Criticizing previous government actions as “sporadic, temporary, and reactive,” the OM proposed structural solutions to improve doctor retention. These proposals include providing housing, tax benefits, and professional integration support for families, alongside reserved spots for postgraduate training in interior regions.
