Portuguese municipal government reform efforts

Overview

The National Association of Portuguese Municipalities (ANMP) initiated discussions to recommend revisions to the local electoral law, citing an inadequate legal framework that affects municipal governing stability. The association planned to submit proposed models to Parliament while also addressing financial imbalances and the implementation of projects funded by the Recovery and Resilience Plan.

Following these discussions, municipal leaders convened at the Assembly of the Republic to mark 50 years since the first local elections. They expanded their calls for reform to include the Local Finance Law and the Statute of Local Elected Officials. ANMP President Pedro Pimpão emphasized that the decentralization of competencies requires sufficient human and financial resources, noting that municipalities currently manage 40% of national public investment. Additionally, the National Association of Municipal Assemblies (ANAM) proposed designating December 12 as National Local Government Day to commemorate the 1976 democratic local elections.
